99 Regal GS inner tie rod replacement

I've replaced the struts, strut mounts, and ball joints on this car and now found a loose inner tie rod end on the passenger side.

The replacement inner tie rod has female threads - apparently there is a stud in the steering rack that this must screw onto - I haven't taken a look under the boot yet.

Has anyone done this on a late 90's Regal that can shed some light on whether this can be done with the steering rack in the car? I thought I would need the special socket adapter tool, but like I said the replacement tie rod end has female threads.
