Yes. That's called "moral hazard", or "offsetting behavior".
It's a well-known phenomenon, and likely explains why the rate of collisions, injuries and deaths has continued to fall at approximately the same rate since 1911, with little discernible connection to safety-related improvements to cars, roads or health care.
