...or is it a problem for just the paint beneath?
I'm trying to determine if a badly oxidized pickup truck that is heavily oxidized (faded) from sitting out in a vacant lot too long is worth polishing out by machine (without ripping through the paint).

Yes, it can oxidize, turn loose, and sheet off.
Maybe it depends on thw quality of the coat. My 98 Neon has clear coat and I am amazed at the stuff. I have never waxed it, and the finish (other than a couple of stone nicks) is still great. It washes up with a really good shine, and there is no sign of oxidation in either the clear coat or the underlying metallic paint. I do keep it garaged most of time, but that was true of earlier cars whose paint didn't look like the Neon's in a few years.
Sorry, Don, I didn't mean to imply that it could not hold up, but one often sees examples which have not been cared for, or which just haven't held up.
Garaging has to help a lot. It helps regular enamels, etc, to hold up and look good.
