I can't remember what website I saw this on but a dirty engine can cause a car to fail an emissions test. In this case the oxygen sensor was dirty and had to be replaced but that was not enough. The hoses to the PCV valve and the EGR valve and the EGR valve istself had to be replaced before the car passed the test. The catalytic converter was good and did not have to be replaced.
I wondered how dirty my engine was to I took off the PCV valve and swabbed the inside of the hose with a cottom swab (eg Q-tip). It came out clean so maybe my EGR valve and Oxygen sensor are clean too. :)
