It's more than a boutique car, it's a way that GM can get their hands in and discover what the real difficulties of making an electric car are. Think of it as like the Ford Model F.
Yeah, I know the EV1 was supposed to be like that, but all of the lessons learned from the EV1 have been forgotten by now, sadly.
