Plugged up bleeder screw holes?
Maybe try removing the screws to see if that lets it flow.

If this is an older VW, you have to either do this on the ground or clamp off the proportioning valve, if the rear wheels are at full droop it will cut all pressure to the rears.

Pumping the pedal is not a good way to bleed brakes. Try a pressure pump instead.
