Question about Edmunds TMV vs. KBB.com

I'm trying to purchase a 2004 Volvo XC70 with 41k miles from a Volvo dealer and I am trying to determine the fair market price for the car. The asking prices are all over the place from 18k - 26k. KBB.com gives me a fair market price of $23,300 (which no coincidence is the price the dealer offered me) - but Edmunds TMV is at $20,922 for dealer retail. Which is reality? I'm pretty sure the dealer offered me the KBB price because he knows that's where the average buyer will check but is Edmunds taking into account actual sales as opposed to asking price?
