Not if you're already taking the vehicle in for the safety inspection anyway, such as in Pennsylvania.

Interesting, "smog check" is a common term in California, but rarely a colloquial one in Pennsylvania. At any rate, what counties are you referring to? The counties now getting emissions testing previously have never had emissions testing before. Some counties will still have no test, some will only have a visual inspection, and others will do an OBDII test for newer vehicles. Pittsburgh (Allegheny County) and surrounding counties will still have a static type tailpipe test, and Philadelphia + surrounding counties will still have the more advanced dyno testing, although this may be replaced with OBDII too. Since the dyno test equipment is so much more expensive than the OBDII test equipment, it is interesting that many stations in the OBDII regions are charging more than in the more expensive Philadelphia region, with its dyno test equipment.
