Replacing the bulb didn't fix it, so I swapped the right side's bulb (that works) and it doesn't work on the left side. I measured the voltage on the right side and it's 12V. I measured on the left, which doesn't work, and it's 8.8V. How could the voltage drop on the left side? Any ideas? Thanks.

poor ground on left side? that's the most likely explanation for a voltage reading that's not 12 but not zero either

If you're using a digital meter, odds are that the voltage has not just dropped but is down to nothing, and you're seeing a little spurious leakage since the meter draws so little current.
Try measuring from the lamp socket to a good solid chassis ground, then you'll know if the issue is the ground or not. If not, work up your way through the wiring diagram... break the wire and check at the wire. Could be a break inside the socket, or extreme socket corrosion. If there is nothing at the wire, work up the line more....
