There's a rubber hose with a metal tube extending from it at the bottom of the charcoal canister on an '89 Cressida. Should this be attached to anything?

Probably not connected to anything, on my '85 4Runner, the bottom tube is just the vent to atmosphere. Allows outside air in to flush the gas fumes out of the charcoal. Two other connections on top are to the tank vent and to the intake vacuum purge port.
