The wipers on my 88 Pontiac Trans Am do work pretty well, once they start. But they take 2 or 3 minutes to get going. Once they are working they still have a few quirks, but are usable. My setup has wash, delay, low, and high.
The high position works right away, but you have to wait for the low and the delay to work.

Pull the controller board for the motor and change every damn electrolytic capacitor on it. They will all be bad... use 105'C-rated capacitors. The board is most likely in your steering column or behind the dash.
If you're not up to doing this, take it to your local TV repair shop and have them do it. It's not a huge job.
While you're at it, go and lubricate all the linkages with grease and put some light oil on the motor bearings. The car is old enough that it's time to do that.
