If everything was good, then the cruise control would work. Since the cruise control ("CC") does not work, then everything is not good. Why did you change the speed control module?

Before anyone can provide meaningful suggestions, it would help to know if:

1) the CC is factory or aftermarket; 2) the car has an automatic or a manual transmission 3) the "cruise" light illuminated on the instrument panel when the main CC power is turned on; 4) the CC ever worked while you owned the car; 5) any work was done recently under the hood or in or under the dashboard; 6) you checked all of the fuses with a meter and not just visually 7) if power is coming to the CC actuator 8) you checked the continuity on brake pedal, clutch pedal, and parking brake switches 9) you checked the operation of the cruise control stalk according to the factory repair manual
