My god, how stupid. They should be more like our county's garbage pickup.

Our county refuses to accept motor oil, and has just two Hazmat days per year when you can legally give it up. This encourages motorists to dump jugs of their used oil in the ditches of the country roads I walk upon. This is far more environmentally friendly than accepting it for pickup.

It MUST be environmentally friendly, otherwise why would they have such a policy? My county is run by Canada's most zealous environuts; they certainly know what they are doing.
