2004 A/C Problem

2004 Camry LE 3.0L A/C works when driving but turns warm when stopped. Cycling the A/C switch on and off a few times seems to get it cooling at stop. So I suspect the fan or some relay or whatever for the fan.

Need suggestions on how to proceed. TIA
