89 Camry Idle Speed and CA Smog

I recently bought an 89 Camry and put through the CA smog test. All emissions test past except the idle speed.

The computer said my car idled at 950 rpm and needs to be at 650 to pass smog. The idle does fluctuate about 100 rpms but never erratically.

I can always adjust the idle lower right? But I don't want to have it jump up during a smog test. Would this be something a can of Carb cleaner would fix? Or will it need an idle control sensor?

Or any other suggestions?
