90 Camry - shaky idle/low torque

At idle the engine shakes and seems low on torque. In reverse it has a lot of trouble backing up a hill. Off the line it?s slow to get going like it doesn?t have enough power, like it can?t breathe or isn?t getting fuel. Once I get the engine up to a good RPM it just takes off. Sometimes from a cold start the engine idles-up and the problem goes away, but once the engine warms up the problem comes back.

Also, once the car starts to accelerate at a good pace, it occasionally surges. It?s like some componant springs to life and gives something more signal or air or fuel.

Could this be related to IAC or the O2 sensor? Would a low idle speed cause this? What other sensors are involved in adjusting the fuel-air mixture and the idle speed? Could bad injectors do this?

Cars were so much simpler when all you had to do was adjust the carb, distributor and choke :)
