Brake Pad Shims

I recently bought a set of front and a set of rear genuine Toyota pads and shims for my '03 Camry LE V6. The shims are coated in some sort of light oil. Is this packing oil and should be removed before installation? Also there is a snall package of black grease, sort of like graphite grease, in the shim package. Is this to be applied between the shims and pads?

- Apply disc brake grease to two sides of each anti-squeal shim No. 1

- Install the anti-squeal shim No. 1 and No. 2 on each pad

- Install the pad wear indicator plate to the 2 pads.
