I noticed the dust covers at ball joints are cracked and dirts collected there. Hand-removing a little dirt, I could see some clean grase. According to FSM, this is nightmare work to do. Does anyone experience this? Do I have to replace the tie rods? Other than tie rod end pullers, what other tools I should have in hands? Dust cover and tie rod end look like a whole unit. I have a regular brake. What will I expect to run into while replacing them?

I had the same problem with a Dodge once. The best way I found was to use Ford grease/dust boots asa replacement. The Ford covers are designed not lock into the joint, rather they just sit there under slight compression.
To remove the tapered pin from the steering knuckle (the bit which has the stub-axle and road wheel attached) without damaging the joint requires careful use of a hammer and block or dolly to 'spring' the taper while separating force is applied to the joint so it'll spring part. A puller will achieve this, but it will need to be fairly substantial.
