Is the Idle Air Control Valve the same thing as the Throttle Body Valve?

No, the IAC likes to plug up every year or so. Toyota one time offered free valves but charges you an arm and a leg for labor. Don't think they ever fixed it, but you can clean it and it'll work fine for a year.
Throttle valve is controlled by the accelerator and lets air in.
often the IAC just sticks slightly and can be resuscitated with a short spray of TriFlow (Teflon bicycle chain lube) into the rectangular air intake at the bottom of the throttle body
