4Runner rear window wiper useless

Hi, the rear window wiper on the ol' 4Runner is not touching the glass anymore. Winter has arrived and so the rear window is dirty quite often. Is there something to do to get the wiper arm to reach down to the glass?

It usually just needs some cleaning and lubrication to free it up. Have a look at it and figure out what is causing it to hang up.
