High Cold Idle in '92 Truck

Hi, I've had high idle problems with my 1992 toyota pickup ever since I bought it. I put in a reconditioned 22-RE engine a few weeks ago and hoped that the idle would be fixed, but it was not.

As of now, when I start the engine, it immediately rev's to about 2000 rpm's, but after the engine is warm, it settles to about 900 rpms. The idle is consistant and slowly goes down as the engine temperature goes up.

Is there anything i could do to fix this? - A friend suggested I replace a chip of some kind that controlled the mix of air and gas, but I'm not sure about that

My 86 does the same thing, always has, I just thought it was a characteristic of 22rs. I don't know the rpm's though it sounds high. I give her a little gas to warm her up and then the idle drops right down.
