Some of these newer Tacomas have a 6" or 8" black band around the wheel wells. Seriously tacky looking.
Can these bands be replaced with bands the same color as the body? If so, is it expensive?

Earlier ones have them as well. You can get 'match paint' from several sources and paint them.They're somewhat easy to remove.
Put there mainly for the TRD 'off-road' versions as debris 'protection' and ego stimulation.
I thought the black fender flares were only found on base model Tacomas, 05 and up, or perhaps only 4 bangers?

Nope, have them on my 2002 Double Cab with TRD, V-6 SR-5. I think they started with that new version of the Tacoma [2000 or 2001 ?].
