Truck idles up when you let off gas

I have a 1992 Toyota truck with the 3.0L, V6 FI in it. It has developed a problem. To begin with, a few months ago it started idling very rough, but ran fine past idle. Then I started it one morning and it was hard to start and when it finally did it was running at a very fast idle (apx 2000rpm) but when I put my foot on the gas and pushed, down the idle went down to about



700rpm. When I let off on the accelerator it went back to about 2000rpms again. Does anyone have any ideas of what might be wrong? By the way, no one has swapped the linkage or anything.
