The tube that the throttle cable passes through on its passage through the doghouse cooling shroud slides in and out with the throttle cable. There's no binding -- its just that the tube is not anchored in any way. How is it meant to be held in place?
In and out. Heh.
The cable tube that runs between the frame and the tin is the 'stop' that abutts against the back of the tube and keeps it from moving too much. A little movement is okay, in fact intentional.

It just sits there, hoping teh rubber grommets it goes through (front and back of the shroud) create enough "grip" for it to stay put.
Of course, they don't. Especially if one or both are missing.
You can reach in the back of the shroud (come on, when was the last time you gave your engine a big hug?) and put a large 8mm washer and a zip tie around the extruding part of the tube to keep it from sliding out. It'll hold, if teh tube is clean and dry. For a while anyway ;)
Short answer? Don't worry about it. "They all" slide in and out.

Mine was held in place by putting a piece of rubber hose over the end of the tube that was on the back...uh...front (firewall side) of the shroud and then putting a hose clamp over that piece of rubber hose. The rubber hose was just a tiny bit longer than the width of the clamp. It held great.

What tube? mine does not have one, and every bug I've seen has none...
