Another interesting twist I just learned about is that Ford is paying it's employees a bonus for every vehicle they get someone to buy under the program. This from yesterday's Wall Street Journal:
"Separately, Ford said on Friday that it will offer its U.S. workers and retirees up to $1,000 if they can get friends and family to buy vehicles using special employee discount deals."

Probably explains why the bloke advertising on Ebay is promising to refund the bid price - he'll still be quids in!
