not enough RPM Volvo 240 1991 Diesel 2.4 (gasoil)

My volvo 240 from the netherlands, does not pass the yearly govermental test because it can't make enough RPM to check the amount of toxic exausts. We replaced the airfilter, gasoilfilter, oilfilter, new oil and checked the valves. 2 ingoing valves open not really good enough, only 0,5 instead of



1,5 to 2,5. But my garage friend is not sure if this can be the problem. We think there might my something wrong with the fuel pomp. Any suggestions? Is this a regular problem?

I can also go to the dealer, but i'm afraid to end up with a huge bill. for this low budget car for me.
