They are called low glow kits. They are about $150. And im not really sure what they are for besides for look.

Illegal.

Cheap - blacklight blue light kit from Maplin - was £5 inteh sale; plus a bit of wire.

To advertise to any TC that there may be something of particular interest about the car and / or its driver that may make it worthy of a stop, fixed penalty or even prosecution...
