Dunno about the Explorer, but on some vehicles, the switch is in the transmission.

On the '98 with an automatic, the back up lights are controlled by the DTRS (Digital Transmission Range Selector) mounted on the shift shaft that enters the left side of the transmission..... on the manual transmission, the back up light switch is mounted on the shift tower.

First, you need to be sure of the DTRS adjustment..... have an assistant watch the back up lights (haha???) as you slowly move the shifter through the quadrant. If there is no change, it's time to move on....

Using a test light check for power in the run position at fuse #27 in the instrument panel fuse block..... both terminals. Next, check for power at the pink/orange wire at the DTRS. If you're good to here, block the wheels and set the parking brake......KOEO, move the shift lever to the reverse positon. Using a pin or similar, back probe the black/pink wire at the DTRS......

You will want to do some diagnosis before changing the DTRS since I believe it is a tad spendy to replace on a hunch.
