No relay. The power gets there by way of the switch. Also make sure you have a good ground.

Hey George,
It might be the switch (turn signal stalk). I had to replace mine because the turn signal and the windshield washers worked sporatically. To get it to spray, try to push the center stalk button in while you twist it to turn the wipers to on/delay settings. I could roughly get mine to work that way. After stalk replacement (look in google for the easy installation of new stalk) all works fine.

I had the same problem; but, instead of purchasing an replacement switch I took it apart and found two wires had broken. A quick touch of solder and reassemble resulted in a fully functional system. One of the other symptoms of a broken wire is the intermittent wiper function ceases to work.
Removal of the switch and disassembly isn't hard, just remember where all the parts go.
