Under high acceleration the car seems to increase its speed in surges like a smoothed out kangarooing action, any clues?

Has it been chipped?
Mine does the same, though not always and not as bas as you describe yours.
Just seems to lack slightly, then pick up. I put it down to not quite perfect fuelling from the chip.
Mines a 99 1.9 Tdi (110)
