dealer answer to no brakes or steering backing up

Same problem again took it to a different dealer:

Some customers may comment on lack of steering assist when stopped or during parking lot type maneuvers If vehicle passes power steering test this may be normal condition A phenomenon exists when a customer uses the brake and tries to steer the vehicle when stopped or during parking lot type maneuvers. The design of hydroboost system does not allow for steering assist under these conditions. No repairs should be attempted and any customer situations should be referred to Area Vehicle Manager

Read it again. It means that at low speeds if you are stepping on the brakes AND trying to steer with the brakes applied you will not have much power assist for steering. So take your foot off the brake - you WERE trying to move weren't you?
