Racer,
Likely to be valve seals. Does it puff when you first start it up in the morning? Does the smoking get worse as the engine heats up? Does it blow blue for a time after sitting at a red light then clear up after 5-30 seconds or does it keep blowing blue?

Those would have to be some really NASTY valve seals...

Not really. You'd be suprised how little oil it takes to make a HUGE blue plume. When I was in college I delivered pizzas. I had this old Dodge Colt (1.5L 4-banger) that would literally leave a cloud after a red light and would continue to fog for 1/4 mile or so. I actually had customers call and complain about the huge blue cloud I'd leave in their yard and the accompanying stench that lingered. When I taught a young friend of mine how to drive the cops showed up and asked us to leave as they had seen the cloud from the main road and found us as a result.
It burned 1qt of oil every 3,000 miles and got 35 MPG city, 41 HGWY until I FINALLY replaced the head. Mileage didn't change, but it stopped smoking!
The telltale sign of valve guide seals is smoking AFTER sitting for awhile @ idle, as the oil runs down the valves and can't burn off due to the low combustion temps experienced @ idle. As soon as it heats up, the oil lites off and makes the smoke. With rings, it'll just smoke ALL of the time.
