No, they're different in 1, 2 and OD. 3rd is direct 1:1 in both.

Yes. It's numerically higher, so it's "lower" in that given the same axle ratio, a vehilce with the 4L80E will be turning higher RPM's at the same speed as one with the 4L60E. But it's not going to be a huge difference. It's designed to keep a heavier vehicle doing heavier work more in the torque band of RPM tha the lighter duty 4L60E. That's also the rationale for the difference in the 1st and 2nd ratios being closer together.
