I would recommend a new set of plugs, wires and (if applicable) cap and rotor, if said items have not been recently replaced. Check the air filter and if dirty, replace it. An oil change is also a good idea. Not sure if using a heavier weight is a good idea, however.
Why did you replace the converter? Only certain kinds of emissions are reduced by the converter (at least, the one in your vehicle)
If this is a shoot-from-the-hip project, you would have had an easier time replacing the EGR valve. Of course, the way shoot-from-the hip diagnoses works, your going to replace everything before you find what's wrong.
How about posting the emissions readings you got back from the test station? Then we might make some reasoned suggestions.

Yes, everyone should add some alcohol to their gas so they pass their emissions test and run clean for a tankful, then when it comes time again, you can sit and wonder why the cut points have been tightened up, or now there's a pass or fail on NOX that wasn't there last time making it worse for everyone.
