And in fact they want short range....
Crowd control.
That's why MiG's had such short fuel reserves. Excess fuel was temptation to defect!

A MiG is a Russian jet fighter don't you know?
If a pilot did not have limited fuel reserves in the tank he could fly West.. (geddit?)
(Relates to Soviet era, of course.)
