As the heading says,saxo heater or rather lack of it,seems to be hot from radiator top hose to thermostat housing,hot from thermostat housing to what appears to be a sort of metal oblong with what looks like a bolt on top,but not from there to heater hose.Radiator heats up and electric fan cuts in ok.Any ideas please.

Either it's blocked or you've got an air lock or the air flow control isn't working. Have you changed the coolant recently? Tis my understanding that most modern cars seem to have the heater constantly on and just vary the amount of air blown across it to the cabin. So if it's not heating up in the cab then on or several of the above will apply.
^^^^^^^^^^^^^^^^^^^ Unscrew that bolt, wait until the coolant starts leaking and screw back in- of course while engine working and it`s temperature is >60 C.
