First thing comes to mind is a sunk float but a little diagnosis might help avert pulling the tank needlessly.... a few little hints might help.... like maybe at least a year???

Sunk or detached float is a concern on the early year Exs

Can the float be repaired by soldering the bulb?

I tried that. It worked for about a week.

I wouldn't recommend it.

It is fairly common for the sender to go bad at the very top of the float position. So when you fill completely it reads empty, but as the gas level drops a bit it starts working again.
