Trans requires letting off gas to shift to 2nd gear

94 Ford Explorer requires me to let off the gas when starting out. When tach indicates 4k to 5k I have to momentaraly let off the pedal to shift to 2nd. I changed the modulator and fluid but the trans still sticks (fluid was not burned before change).
