I want to purchase a used extended Econoline Passenger, but there are many more Cargo versions on the market from which to choose. Is it relatively easy to convert an Econoline cargo with windows to a passenger by simply bolting seats to the floor?

Sure it is, converters do it all the time. In many states it would need to be reclassified as a wagon rather than a van and one would need to install seat belts.
