Have EEC- IV Ignition Have Replaced Coil ,- Ign module:- rebuilt dist. (new pick-up coil) and checked wiring harness. voltage at terminals 2 and 3 of harness of module are approx 1/3 of batt. voltage-- any ideas??

what year taurus? possible integrated control module mounted on radiator support. module contains eec relay, fuel pump relay, cooling fan relay and a/c relay.
