91 Ranger - Fuel Pump Connector Volt Reading

I recently replaced my intank fuel pump. The pump runs fine when bench tested but I get nothing when installed on truck. The fuel pump connector is only giving a reading of 6 volts (7.5 volts on the sender) so I suspect a problem in the circuit (battery reads 12 volts). Could this be the relay? Note that everything was working fine before replacing fuel pump/sender (sender was bad, not fuel pump).
