But sometimes a fan will hum a bit when turned on low, medium, high or sometimes there will not even be any hum when turned on high

Let's call it a shop fan, so I can answer with a clear conscious . The shaft gets egg shaped, and sticks in the bearing.
Wet a popsicle stick with Mobil 1 oil [ any weight ], and apply a tiny drop to each shaft bearing. You should be able to tilt fan, and drip a drop on each end of shaft. Turn blade by hand, see it turning easier ? Oil again, plug in, and enjoy.
