I don't have any shims on the caliper, something is causing the caiper to move up when the brake is applied and it grabs the rotor and then it moves up and rubs the inside top of the wheel. It is the original caliper. Could it be a bad rotor?

When did this start happening?
Is the rotor Honda or aftermarket?
Are the pads Honda or aftermarket?
Which shims are missing, the ones on the backs of the pads?
What do you mean "grabs" the rotor? Do you mean it rubs against the rotor? If so, where? On the perimeter (outer edge)?
Are the two 12mm caliper bolts properly tightened? Are they really loose in their holes?
Are the two 14mm caliper-mount bracket bolts loose?
You need to provide a /lot/ more detail than you have.
