Richard Lichten Solvents such as kerosene, strong detergents, scrub brushes, and an absorbent such as "Oil-Dri" or some varieties of kitty litter will get most of it out. Results vary a lot depending on the concrete. If there is a heavy stain, I would scrub it down with kerosene and liberally apply absorbent. When everything seems dry, sweep it all up and use TSP, dishwasher detergent, paintbrush cleaner, or a strong laundry detergent with hot water and scrub again. Rinse thoroughly, apply absorbent, and allow several days to dry. Repeat if needed.

There are also some products sold at hardware and building supply stores especially for this purpose. Follow directions carefully. Protect yourself and any plants, etc. from the chemicals.
