84 CJ7 -- heater problem -- will not operate

My heater doen's turn on. Can the heater motor cease? I just moved to Minnesota (from SoCal) and it's cold here.

I should be able to test the voltage where the heater's electrical is sourced..... right? If there is juice, can I assume that the motor is inoperable? (BTW...I haven't yet tested any of this)

Has anyone ever encountered a similar problem? And is this the best way to approach it?

I'm not interesed in upgrading the unit.... I just want it to work.

Sure the motor can cease. Before you panic too much take a little time and clean the electical connection on the back of the motor. It is very easy to get to, and gets fouled up very easy. It is just one wire, that plugs into a little blade than goes from the engine compartment through the firewall. And once it is clean you can use your voltmeter to test if you have voltage at that point. If you don't have voltage it is a electrical problem before you even get to the motor, and if you have voltage you need to look at the motor more.
