Nowhere did the article state the car was going LESS than three miles per hour. The figure you are citing is the change in velocity (in this case, deceleration), not vehicle speed. The article doesn't state the vehicle speed of this car at collision, but anyone with eyes can tell he was going WAY more than 3mph by looking at the damage.
