Full-time vs part-time 4X4

Am I understanding correctly that "full time 4X4" allow some slip between the front and rear axles, making it suitable for use on dry pavement (or more realisticaly, driving when on a road with icy patches), whereas "part time 4X4" locks the axles together, making it suitable only for mud, snow, or similarly loose/slick surfaces?
