I tried the suggested figure eights with nuts loose, worked. Brakes are serviced, all set. Tnx for the advice everyone.

Has someone seen this before? I am tempted to just whack it with a 5-pounder
but I'm afraid to damage the flimsy wheel. Any advice would be greatly appreciated.
