Is the bulkhead outrigger on a lw the same as on the series 3 civilian with (essentially) an inch chopped out at the chassis end? Alternatively where can I get one for a series 3 lightweight?

Yes it is the same, just one inch longer! I used a standard S3 outrigger and chopped off the offending extra part. It was a case of measure, check, measure, check, cut it slightly bigger than I thought it needed to be and then grind back to fit. All told took about an hour.

When I removed the old one, it began to smoulder when I cutting it, but that was more due to the birds nest that was in the old outrigger!
