Another A/C question

I have a 2003 ES300 on the Dallas area.

When it is hot outside (over 88/90) and the climate control is set to Automatic, the fan seems to run too long and too loud. Also varies widely in speed - the led segments on the dash show it at medium (3 of 5) speed most of the time, but from the sound it is varying almost constantly.

If it was an automatic transmission I would say it was surging or seeking, looking for the correct gear.

At times it happens when the exterior temp is 78-80 and the cabin is set to

74 - not a wide difference but it still races the fan...

Dealer has checked it repeatedly, replaced the cabin temp sensor once, and says it is operating normally.
